Honestly it depends on several factors.
The Software has a cost yet this is really only part of what it takes to really make the system work.
The crucial factors relate to data and the data available for your jurisdiction.
To create a really good base of data use able in Muni Vision takes time and effort.
Often much of this data is available from your GIS system if you have one.
In Piedmont we had no GIS when Bliss was first installed so Micro Services created a module which manages the City address base.

The first thing we did with that data  was clean it up and then run some proprietary programs which produced a list of un-liicensed Landlords.

The revenue derived from this effort paid for the entire cost of writing the software and cleaning the data. By the way that revenue stream was not a transient source it was and is continuous.

This is why it's hard to say what it will cost you since if you have any non compliant scofflaws and tax cheats out there Muni Vision will give you the opportunity to let them pay their fair share covering the cost of Muni Vision and potentially pay for a few dozen police cars too.
